They have a water tank and a pump that sprays a continuous stream of water onto the brakes.  Some spray water onto the power steering pump.

Used to watch screw ball truckers do this when I was a kid. Hilarious and yet just plain scary seeing basically stock tractors with a roll cage going at it. Nothing like the purpose built ones now.

These guys had a bunch of rules to keep the cost down.   Minimum weight 12,000 pounds. 
Most stuff had to be stock for the year.   

One of the guys told me he was considering converting to disk brakes because that modification was allowed for safety.

They can not even change much in the suspension.   You can see in one image that they put a wedge between the front axel and the leaf spring to get more camber (or is that caster?).
